Is “what we decide” inside ourselves, ie that fleeting split second decision, based on 1+2+3, called free will? And if so, what IS IT? How does it differ from 3. or Ratzon?

Free will is not even connected to “time” as it would appear, bec even Adam Harishon had free will and he was in Gan Eden/bina, above time as we know it עלמא דחירות
